I am getting insufficient permissions when trying to send requests

I’m having issues requesting from people. I am trying to send PayPal request and it is no longer allowing me to send them and giving me an error.

Wait several days (don’t even log in) before trying again so security system can reset. Also make sure you’re not using any potentially flagged words in the Notes field. You may have to rearrange what you wrote and/or remove a word from the Notes field.
