Email Sent To Me By PayPal.com "Claim Your $10 Reward"

I received an email from PayPal.com stating "Claim Your $10 Reward".  I went ahead and logged in and claimed my reward more than 48 hours ago.  When I logged in and claimed my reward, I received a Congratulations message from PayPal stating that my reward would be posted to my account within 24 to 48 hours.  It has been more than 48 hours and there is no reward in my PayPal Wallet.  Can anyone shed light on this?  Is this common to not receive rewards?

It takes longer than 48 hours.  I was about to give up and then I finally got the $10 after about a week.

Every month since I posted hear months ago, I keep getting offers with the same issue.
I get sent the offer then immediately says that I have already claimed, when I have not.
There is literally 0 balance, and my paypal credit balance is in debt. (I can't afford to repay it because it's rough for me during covid, and they said they can't give me a covid relief because there is a small overdue, although for years i've always repaid my credit. Just a few months into covid, I was getting choked up financially, just like many others. I feel like my months/years of loyalty and proof of honest repayment would at least build trust for moments like these, but i'm let down harshly). I get sent these claims (image proof that it's me), which obviously would just go straight to clearing the paypal credit so I can then get the relief, but this is stone cold hearted madness way of paypal making money in these difficult times is giving a bad impression.
First I get offers, then it says I have already claimed it (when I didn't).
Then I can't even get covid relieve because of a small overdue and my months/years of loyalty and commitment meant nothing.

I am so tired of getting this false email from paypal. When I click on it to get my $?? reward it tells me: We seem to be having some trouble.

You may have claimed this offer already or are not eligible for this promotion.

 

Why do they send these bogus emails when it's obvious they won't follow through????
