Hi, I am new to PayPal. I made an account, verified with mobile and email but have not linked to the bank. I also recieved a payment. I didn't know I was supposed to accept it and it got canceled or revoked. Now when someone tries to pay me it says, "sorry this recipient cannot accept payments right now." .
