Refunded money that was never accepted

I sent a mate money through paypal but he never accepted the money so I tried to refund it and its been pending for 10 days.

My questions are does he still need to accept the refund if he never accept the payment to begin with?

And how long does it take because I refunded some other money and I got this before this one
