Paypal says Delta received my order but Delta said it's cancelled

Hello,
I was wondering if anyone has had the same issue before. I used Paypal to purchase Delta Airlines tickets on Feb 13. I received an email from Paypal saying that the merchant has received my order, but hasn't processed it yet. The transaction status is shown as "pending" until today.
However, I just called Delta and was told that the order was cancelled a while ago, because they didn't receive the money from Paypal. The ticket fare increased a lot and I have to get my money back from Paypal and repurchase it.
Repurchasing is not an ideal solution for me. I am also curious to find out whether it's Delta's or Paypal's responsibility for this transaction failure. Could anyone give me any suggestions on that?
