I'm sorry to hear that you have not received a payment from a client. The support staff in India and the support staff in the UK have all the same tools and abilities. As a global company, we have customer service at various locations all over the world.
If the representative you spoke with was unable to see an incoming payment, that would indicate that the client has not paid you, or has paid to an incorrect address. I recommend that you do not deliver any goods or services until you can see the payment in your PayPal account.
