Why is it saying complete but the recipient is saying pending?

Because your side of the transaction has happened - the money was sent. On the receiver's end the transaction is under review, thus the "pending" status. As there can be various reasons for reviews, we would not have access to why - for example, it may be a random security review or the receiver's account is new or the receiver's account has an open dispute and/or claim, no way to know for sure as this is public community - we have no customer service access.
