PayPal now asking me for credit

So usually since I do not want to link a credit card to my account, i like to use my PayPal balance to purchase items. I usually go on Walmart or the PayPal digital gifts page to buy codes for eShop or Steam and I would buy them with my balance and the payment would go through. Now when I try to do this it would ask me for to add a credit card, before it would just ask for my balance. Now with this issue I cannot buy the digital codes. So my question is, is there a way to get past this without a credit card? Any type of help would be appreciated thank you.

You can use funds in your paypal balance as long as they are in the correct currency and not pending.

But for some transactions ie digital / virtual or higher risk and at some point anyway Paypal will ask you to add a card to act as a back up funding source and to verify your Paypal account.
