PayPal not refunding my Hotels.com booking cancellation

Hi
I used Hotels.com to book a room in Japan on 04 Feb. and cancelled on 06 Feb. The room was paid using Paypal. The cancellation policy was 24 hours in advance of the booking - my room was booked for 14 Feb. so I'm well within the free cancellation period.
Hotel.com emailed me said my refund was rejected. I called them and after looking into my case, they said Paypal rejected my refund for technical reasons and have not refunded my the payment. Hotel.com said it was out of their control and I needed to chase Paypal.
I had a look at the FAQ's and still unsure what I can do. Thanks in advance for any help.
