PayPal Europe S.a.r.l. et Cie S.C.A automatic take money from my acount

In my bank acount say that 
PayPal Europe S.a.r.l. et Cie S.C.A 
took from me 15.00 euro before 15 days and today 12.00 euro
Why ? 
I called to my bank and they said me that i must talk with paypal

Is there a way to stop this auto-withdrawal ?

What you mean sellers I buy things from my bank account often, for example i buyed some tickets for Eiffel tower in Paris, some tickets for airplane etc. If these are sellers then yes

I don't understand the reason, it says that is a bill payment. Why PayPal to take money from me if I don't even use it. The transfer is from my bank account to the site (sellers)

No, i never took my money back, i went to my bank and they blocked the adress that was taking money from me so now they can't do this, i was ready to delete paypal for ever but now is ok i don't have same problems any more and i can still buy things throu paypal.
When you go to your bank that is connected with paypal they can see all the transactions, tell them to block the one that has name like this topic title.
