I made 2 ebay purchases recently and got scammed both times. they both issued refunds about 2-3 days ago. I received emails saying they issued them.. but they aren't showing up on my paypal balance or my bank accounts. What's going on?

A refund goes back to the funding source that was used to make the payment. The usual timeframe is 5-7 days, and if the payment was made using a credit card, it can take up to 30 days depending on your credit card issuer.
