Limited Account

I sent someone money who has a limited account on PayPal. Now she has no way of accessing the money, and she cannot send it back to me. I was told by a PayPal rep to call my bank and when I did they said there is nothing they can so since the money is out of my account and went to hers. I have no way to cancel it or request a refund. I am hoping someone has an idea of how to help. She has sent in all her information to her account off the limited status as well.
