How to make payments using friends and family

Ultimately I wish to make payments using friends and family.

I am a New Zealand paypal customer.

Is this possible?

I understand I need a paypal balance to do this but cannot find a way to add money into this balance.

When I make payments the F&F option is not available.

I have tried linking a NZ bank account and have a linked credit card.

Link/confirm a credit card or bank account on the Wallet page first to verify your account. You get to select your linked payment method(s) during payment process. Then follow these steps:

To send money from your computer:

1. Go to Payments.
2. Enter the recipient's name or email address. 
3. Click Next.
4. If this option is available, select: Sending to a friend or Paying for an item or service.
5. Follow the steps.

For security reasons, we have placed an initial money-sending limit for unverified accounts. To remove your sending limit, verify your PayPal account.

To send money from your PayPal app, tap Send and follow the instructions.

Paying with bank account or PayPal balance within NZ domestically is free, otherwise fees are applicable.

OK for step 4: I am given only the option to select currency and amount to pay.

I cannot see the option 'friends and family' which is what I am after.

Does it matter that I only have a credit card linked (I have used this to make payments before).

I have no paypal balance as I do not appear to have an option to add balance to my paypal account.
