How do I issue a refund to end the PayPal dispute filed against me?

I wish to refund a payment. I don't have balance in my PayPal account. Whenever I am trying to refund it says:

We were unable to complete this payment. Please add funds to your PayPal account and try again.

So how can I fund my PayPal India account.
