The Challenge is I Cant find the Friends & Family icon to select. I think it is blocked in my country. So how do i look for it on my paypal account?

Its not available in a lot of countries, yours included unfortunately.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
