I have a manufacturer in China who is charging me a fee for processing product for my company. I received the invoice in PayPal with a fee added. He claims the fee is for what PayPal would charge me. However if PayPal was to charge me a fee on an invoice it would show that in a notice of some sort before paying. Reading PayPal fee conditions it seems that the receiver of the funds would be charged. Can someone give me clarity of a manufacturer as the right to charge me a fee that he may pay on the receiving end? Thanks
