I ordered from Uber eats and ended up getting refunded $21.68. So my PayPal balance was $21.68. I reordered the same thing for $21.68. My PayPal balance is now $0 like it should be (makes sense). But I just checked my bank account and I got charged twice $21.68 from PayPal for Uber eats. So now I have no PayPal balance and my credit card was charged twice even after being refunded.
