Cannot use Paypal Balance to pay

I had Paypal Balance in my account but when I use Paypal to pay, Paypal still deduct the payment from my Credit Card instead of my Paypal Balance, may I know the reason, thanks.

They would take from your card instead of balance if....

the funds in the balance were not in the correct currency.

the funds in the balance were pending or on hold.

the funds in the balance were not enough for the payment.
