Can't receive payments due to "regulations" and "user agreement" issues.

So I sent an invoice today to someone so they can pay me but they've received a message saying that "From time to time, PayPal must review payments closely to ensure it complies with User agreement and global regulatory polices." and that "They've identified a risk that prevents them from completing the payment"

 

This isn't the first time I send this person an invoice and I never had any troubles with my account before so I thought that was odd.

I decided to check the resolution center to see if there is any problems but PayPal never showed any, so I decided to report a problem on the transaction but PayPal said "we can't create a report for this transaction, please check our user agreement".

 I've been circling around PayPal for about an hour trying to find a solution or get in contact with customer support so they can assist me but I've had zero luck so far.

Can someone tell me what's the solution to this?
