I'm using my paypal account for Word Of Warcraft subscription recently I bought the new expansion without any problems, however now when i want to buy the WoW token in-game store I just wont let me I just keep getting message that the payment is not authorized.
Now I don't have enough money on the Paypal account itself but i have more then enough on my card I'm using for paypal, I've reached out to blizzard support and this is what they answered me:

I just had a look into what happened, and it indeed seems that PayPal is declining the payments. I agree with you that it sounds a bit strange especially as you're using it for your subscriptions as well.
Fortunately, we received an error code from PayPal on your purchase attempts: 10417.
After some research on the PayPal website regarding this error I found the following: https://www.paypal.com/us/smarthelp/article/why-did-i-get-api-error-code-10417-ts1375
So, it does sound like it might be caused by the linked payment method there, but that's only guess work here from our side, especially as we only have the error we receive from PayPal here. In order to check this further, I would recommend you try using a different payment method, or you reach out to the PayPal support to have it checked accordingly. Feel free to provide the error code we're receiving from them to make things easier 🙂
