i got an email saying my payment is waiting, but now because some wrong info my account is permanently limited,will be my payment sent back? because it was not in paypal balance, paymnt was in waiting

If its showing as pending or unclaimed on the senders side and is not claimed then it should time out at 30 days post payment.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
