If I were to transfer $ from my paypal personal account in malaysia to another Paypal personal account in Malaysia, will the receiver be getting the full amount?

Depends, do you have the friends/family option in your country for you to use?

If not and it goes as goods/services then no they won't get the full amount they will pay a fee.
