"Accept" or "Deny" buttons?

I want to make a personal payment of $750 to Roberto. Does Roberto have to press an "accept" or "deny" button before the funds are actually transferred? I cant risk sending the money without seeing that Roberto accepts the money for a particular purpose. The particular purpose I will spell out in the Paypal note section.

If the payment goes through and accepted, it will be listed as completed. If the recipient has to claim/accept payment, it will listed as Pending and "Unclaimed" awaiting their acceptance or denial. The latter status will give you an option to cancel or it will automatically refund after 30 days and unclaimed.
