payments to coinbase declined without explanation

I am trying to fund coinbase from paypal, many attempts have been success, but are starting to be declined.  Coinbase support says they are being declined by paypal.  Nothing in my paypal console gives me any indication as to what the failure is.

I have the same issue, would really like to hear from others if this has been resolved.
