issue with paying money to a person

I'm about ready to pull my hair out trying to get something resolved with a PayPal transaction.  I sent a friend money on August 14 and that friend forgot to receive it in a timely manner. Now she is trying to receive it and it tells her that she doesn't have a bank attached to her account that will receive her money.  She does have her accounts connected and the bank said they do receive money from PayPal.  She has PNC and Chase bank accounts both connected to her account.  I can't get a live person to talk to and when I try to email, I'm told I can't email about that issue.  WTF.
