i cant pay a bid

Hello, i have won a bid in ebay and i cant buy it with paypal. All my cards there are ok and the banks and the seller say that everything its ok but still it cant process transaction. why ?

Please ensure that your bank/card details are confirmed on the PayPal account. There may also be a limitation on your PayPal account preventing you from making a payment. To check this, please log into your PayPal account using a desktop/laptop and go to the Resolution Centre. If there is a limitation on the account you will be required to complete the steps listed in the Resolution Centre to initiate a review of the account.
