i can't make nor receive a payment

hello, my paypal account is linked to my debit card and activated, i've made a payment with it before . And i haven't received an email that tells me that my account has been limited or anything like that, though i  haven't used it in more than 6 months, when i try to send money i get this error, when someone tries to send me money, they get the same error, please help me solve this!!

NOTE: my linked debit card isn't empty, and it's working fine, i tried buying with it and it worked

I am sorry about your issue. Please try contacting customer service by phone by clicking Contact at the bottom of the PayPal website and then Call us.
