eBay purchase / payment denied

I live in Vancouver, have a USA eBay account, (most of what I buy is in the USA) and pay for all of those purchases via bank debit, and have them sent them to a friend's home in WA, thus saving very high "international" shipping charges. Has worked well for may years, UNTIL TODAY, when i tried to pay for a purchase. I received the use the following roadblock message
To pay using PayPal, direct debit, or credit card, you must live in the same country as the seller. Please select a different payment method.
This makes so little sense that I wonder if paypal or me have been hacked.
There will be any thousands of Canadians who live close the USA border and who make purchases from USA eBay, and have those itrms shipped to a convenient USA south-of-the-border mailbox for periodic retrieval.
It is not conceivable that either eBay or paypal is trying to drive away buyers, so can someone plesae tell me what is happening?
