complaint against PayPal

 Hi 

 

I received a refund from purchase which was received on my PayPal account but never reached my credit card.  it has been outstanding for 36 days now. I have called customer services who say they are looking into it as there was a problem with their engineers!  I cannot email as I get a message saying this service is unavailable.

 

how can I resolve this?
