i am sending a payment of 234 pounds to a person that i am buying an item off of , im in ireland ( euros ) their in UK ( pounds ) i need to know what the fee will be ( buyer protection ) they say around 13 pounds but how do i find out it usually says - you pay .... they will receive ,... but just did a dummy run their with my husbands account as in i was paying him 234 pounds and it didnt tell me what the fee would be

Buyers don't pay fees, sellers do.
Also as long as you do NOT use the family / friends option then you will have buyer protection.
If you are sending in GBP and funding it from a funding source in Euros then the currency conversion fee for YOU will show before you click to send the payment to the seller.
If they want to know their fee then they need to look in the user agreement for their country. Legal bottom right of paypal page > user agreement > FEEs.
