I couldn't help you exactly on the issue you've encountered since we do not see your account on our end. But some of the possibilities that the payment did not go through or card was not accepted is when your funding source (bank or card) blocked the transaction, the website you're doing the purchase is currently experiencing technical issue or could be that PayPal system determined that the purchase you're making may not be safe or secure.
I know it's very general so I also suggest that you contact us through live chat support for further assistance by logging in to your PayPal account and select contact us.
