cannot accept payments I don't understand?

I am from India and I cannot receive my PayPal money from American because when they tried to send it and they said that my account isn't accepting payments what is the reason for this because does anyone know?????

But I'm not doing any business through PayPal it's just a prize money that I have won but now I can't even receive it is there any way

Doesn't matter if you are doing business or accepting money from a mate, you still have to do what it says in the link for you to receive funds into a paypal account in your country.
