I have in my balance $3 and also RM 250 =$59, when i want to pay only the $3 appear in my balance??!!

If you are using funds in your paypal balance then they have to be in the currency that you are sending.

I have to send $60, so how can I convert RM 250 to $ ??

Click on your paypal balance > manage currencies > currency conversion.

However it 'may' not be available on a personal account.
