Why is my payment method not working?

Dear Paypal,

I am writing from Cameroon. I have been trying to send money to my sister in the US  to no avail. The message I get is :Your payment method isn’t working. Do you want to try again with another card or bank? Please help, cause I don't know what else to do.

I have just purchased an item online yesterday and using PayPal.
