Why does initial payment go to $0

I am setting up a subscription.

first week $1, then $25 per month
When the buyer gets to the paypal payment page, the sum to be paid shows $0
In the sandbox merchant page, it shows the trial period and subscription fees correctly, but also shows INITIAL PAYMENT $0

What am I doing wrong?
