I just tried to buy several things on ebay, but when I got to check out there is an "additional fee" of from .14 to .30 cents. I thought buying was
free. What happened. Please don't tell me it's a covid fee.

Hello @ronksmith , I hope you're doing fine.
If you use your debit/credit or paypal credit card, there will be a fee of 2.9% . If you use your paypal balance or bank, then thatis free of charge, but if there's still a fee, then that is an ebay tax fee.
I hope this helps. If you find this helpful, make our community better by giving kudos or accepting it as a solution.
Have a great day and keep safe.
