What do/should do?!! PLEASE HELP!!!

was trying to buy this phone and I sent the guy $25 he said then he would send it and then I'd pay the remainder upon delivery. After I sent that he said to just send the rest the $125 and he would have it delivered within 3 hours I was at work so I said cool so I did. After it sent and showed it went threw and was completed he said he never got anything and to send it again. I said no and he kept demanding to send more money. At that point I told him to just cancel the order and please refund my money. At first he said he couldn't then he said he would. Never contacted me back or sent the money . So I filed a resolve claim or something. Then he messaged me back saying if I want my money I would have to go and dismiss the claim or cancel it. I have all the messages and transaction numbers.
