hello!
im getting this strange error when im trying to send money to an artist im buying a product from. i have tested and i can confirm i was able to send money to a different person altogether but the artist and any of their other emails/accounts are unable to receive my payment and i don't want to scam them.
here is the error i am receiving:
We're sorry, this payment can't be completed due to some regulations.
If you continue to encounter problems, please contact Customer Service.
whats causing this issue? both of our accounts are setup (and we've both tried sending to other people and it works) so why cant we send to each other?

note: i tried looking around for a solution to my problem, but all answers remotely related were super vague and unhelpful
