Unable to receive payment

Hello everyone, One merchant tried to make a payment to my paypal account, but received an error stating that the payment cannot be made due to regulations. Could it be because I am from Bosnia and Herzegovina? Is there a solution to this? Thank you in advance! Best regards, Haris
