Unable to pay with PayPal Balance

Hello, I’ve got around $8-9 available on my PayPal balance but I am unable to do anything with it. When I try to transfer the money over to another PayPal account, it requires me to use my credit card. When I try to pay for a product online, it asks for my credit card and does not let me pay with my balance. 1. Yes, there are enough balance to whatever I am trying to pay for 2. The website allows PayPal Balance (Fiverr) 3. PayPal Balance is selected as priority

Are the funds in the correct currency for the person/site you are paying?

If so then have you marked that currency as your primary currency for that transaction? You can change it back afterwards.
