Two exchanges while the payment from Russia abroad

Hi!
I live in Russia and I want to pay in US dollars to a person outside Russia. I have a USD debit card and I want to pay from it as to not pay an exchange fee. However, when I chose to transfer money Paypal said to me that it would charge me in Roubles. So as I understand, PayPal will ask for the sum in roubles, my bank exchange USD (my USD card) -> roubles (the first exchange), then PayPal or the payment system exchange roubles -> USD (the second exchange) and only then my contact will get the money in USD.
Am I right? Is it better to pay from a rouble card in case to avoid the first exchange? If not, could you please explain to me the chain of processing my money?
