Hi, can I send money to a US bank that is not mine?

you have to link that bank with your paypal account,paypal will make 2 small deposits and you will be asked to enter the amount of these deposits to make sure it is yours,before that,the name must match EXACTLY with the name in your PAYPAL account

No, the bank account has to have the same name as your paypal account.
