I have purchased an item from an Indian wholesaler for US $ 100 inclusive delivery. He is telling me because I've used Pay Pal I would have to pay US $ 112.21 Can anyone tell me who gets the extra 12.21 % The seller or Pay Pal ?

Report him to paypal as its against paypal rules as per the user agreement for your country.
