Whenever i try to purchase any thing online , i keep getting this message " 

Sorry, we can’t complete your purchase at this time "
-ive checked for my balance , i have sufficient funds 
-i use paypal balance as my original payment method
- i try over 30 online stores/websites all give same result

You probably need to add a card to act as a back up funding source and to verify your account.

Also if you are using funds in your balance they need to be in the correct currency for the seller / site you are paying and that currency needs to be marked as the primary one when you click on the 3 dots next to balance > manage currencies.
