Yesterday after closing the dispute, my account could no longer make a payment, it repeatedly displayed an error even though I tried many times: Sorry, we can not complete your purchase at this time.
You need to contact customer services to resolve any limitation or account issues. Click help / contact bottom left of Paypal pages for options available for your country.
