Sending to Family Member

Can you send money to a family member who doesn't have a credit card or bank account? If yes, how can they go about using the money to make online purchases?

Yes - the receiver should be able to accept the money - after the money is deposited into the receiver's PayPal Account Balance, they can leave the money there or shop online or withdraw the money by requesting a paper check.
