Sending money to friend

Hello. PayPal I'm trying to send money to  a friend. Paypal usually gives an opportunity to change from service and goods to family and friends now it doesn't give that option anywhere. How do I make this work?

As you have not added your country to your profile (so we can see when we hover over your username) or said in your post which country you are in then sadly can't advise.
Paypal varies a great deal country to country so you need to tell us where you are on this worldwide community forum.

Sending to a friend showed up today, but it is still adding a charge to send it. Is that right?

You pay a fee if you are funding it via a card, if you use balance or bank account its free.
