Seller hasn't accepted payment , she's thinking I haven't paid .

I made a purchase and it's cleared the bank but the seller says she hasn't received payment so she won't ship . On my Pay Pal statement it says she hasn't accepted  , so the transaction hasn't gone through . What needs to be done?
