Return to Merchant? Issue still occurring.

This issue has been going on for the past day or so and I see no fix in sight. When I purchase something using my PayPal it logs me in, has me confirm, then just says the payment can't go through and to return to merchant. I looked up possible solutions including "verified account" and such and I can confirm there is nothing out of the ordinary with my account. I have everything, its all verified, I have all security info in. Is there anyone else that has been experiencing this lately?

There are several reasons a payment cannot be processed. The community forum is for customer to customer help and wouldn’t be able to provide account specific details.
