Request for fund option not available in my paypal account

Hi i can not seem to find the option of requseting for funds,from another paypal acount older, in my palpay account.Is it that my account has limitations?sending is not a problem at all.help!

The option to 'receive' paypal payments is sadly not available in your country.
You can only 'send' payments for purchases.

Click on the link below and select the country you want from the drop down list for options available in that country.
